Due to circiumstances, the 2010 Far East course version came out at about 4720 meters.
The times below reflect the 5000 meter version (which would be 52-90 seconds slower), run on October 4, 2008, the only time it has been run. The 2008 course had almost 180 meters more trail run and 25 meters farther to left of Gut Hill.

Problem: 
What the API course does with mud swamp-like conditions, Tama Hills does with hills, moss and uneven surface. Kanto international schools never get to run on the fast courses like Edgren's, or Isanoura Park, Nagasaki, or Okkodo home course, or Kishaba Housing Course, or Kadena Jack's Place Course, or International Christian School-Uijongbu Home Course. How can we compare Kanto team performances to the blistering fast DODDs races, some of which produce blazingly fast times?

Solutions:
Method one:
use the Korean runners as a baseline. Those Korean school athletes who ran 5000 meters at API 2010 then the next week ran 5000 meters at the KAIAC championships on ICS-Uijongbu course (9 boys, 6 girls all top 20 at KAIAC) ran 99 seconds faster (boys) and 56 seconds faster (girls) on the KAIAC course. So for Kanto athletes, subtract 99 or 56 from their own API time; the results project how the Kanto athletes might have done on the ICS-Uijongbu course.

Method two:    Compare with specific schools in head-to-head match ups, looking at 1st and 5th runner on the mutual course then interpolate results on 5000 meter courses.   Using George Washington (at API and their best on various other 5000 meter courses), or Kinnick (at Kanto Finals and their best on various other 5000 meter courses) or  Edgren-Perry teams at (at Kanto FInals and their best on various other 5000 meter courses).

St Mary's top 5  calculated using   Korean schools:   15:34-18:06;  GW match-up 16:02-17:34  Kinnick: 15:50-17:05; Edgren-Perry: 15:10-16:20
CAJ boys top 5  calculated using   Korean schools:  15:45-17:45;  GW match-up 16:23-17:20  Kinnick: 16:10-17:10; Edgren-Perry: 15:30-16:20   Kadena boys                          top 5 actual range      16:18-18:18

Seisen girls top 4   calculated using   Korean schools:     19:30 - 20:46  - this is a lot faster than the hypothetical-race link below.
ASIJ girls    top 4   
calculated using   Korean schools:    20:14 - 22:20
Seoul American                                 actual top 4          20:29 - 21:30
Kadena girls                                       actual top 4         20:29 - 22:09

Each method has its weaknesses and none is perfect; but they do all work off of some form of head-to-head competition on a common course. Only the Korean method retain's CAJ's, SM's and Seisen's actual spread. The others are affected by the baseline teams getting superb performances by their 5th man at least once in the season but not at API or Kanto Finals.

Most teams put their most talented runners in the longest portions of the relays, so the 3k and 4k (and boys 5k) legs are relatively slow.
7 boys = full marathon. Top times among boys:  10k= 31:25,   8.1k = 25:09,   5k = 15:15,   3k = 8:48. 
5 girls = half marathon. Top times among girls:    6k = 20:23,     5k = 17:31,   4k = 14:00,   3k = 10:07.
