Eastern Oregon League Track & Field Championship Meet

Entries will be due – 8:00pm Tuesday, May 11th, 2010

Only Scratches may occur after the Tuesday Deadline.

Entries will be submitted online through Athletic.net and we will be using Hy-Tek’s Meet Manager program.

Reseeding will take place not later than the final coaches’ meeting prior to running preliminary heats. Finals shall not be reseeded.
Three entrants will be allowed in open events. One relay will be allowed.
Admission Fees:
Single Day Pass: $4.00 Adults $3.00 Students
Two Day Pass: $7.00 Adults $5.00 Students
No District Passes will be honored.
Each School Will be issued 6 Administrator passes as per SOP.
TRACK DISTRICT COMMITTEE
1. Representation as per the OSAA District Committee Responsibility Sheet.
2. If the school(s) involved in the appeal are a member of the District Committee they will be removed from the Committee; for that appeal, and will be replaced by the next representative(s) on the list.
3. The Administrator or designee from the teams designated by the District Committee will be the school representatives.
4. The Head Coach who filed the appeal will be given a maximum of 5 minutes to state their argument.
a. All head coaches will receive a maximum of two minutes to present their argument if they so desire.
5. Following the coaches' forum, the committee members will vote in private.
a. A majority vote will be required and the voting representatives can not abstain.
This is how this meet will run. We feel that utilizing the National Federation rules and procedures will reduce the amount of appeals by putting the decisions into the hands of a neutral meet referee. This would allow the coaches to coach and the appeals jury would only be called in the event that the referee’s decision is not accepted by the parties involved. We are prepared to offer an independent meet referee. Neither of which have any ties to this league or the member schools. The meet referee will have significant background in track and field.

The committee chair will be responsible for documenting the proceeding and recording the outcome.

The meet director shall supervise the conduct of the meet and perform such duties to guarantee the competition will run smoothly. When there is no games committee, the meet director shall have general supervision of the meet and perform those duties assigned to the games committee.

The referee is directly in charge of activities during the meet. The referee shall answer questions which are not specifically placed under the jurisdiction of other officials.

The referee has the sole authority to determine if a race shall be rerun, and if so, who is eligible to participate in the rerun and when it should be scheduled.

Note: Refer to the Case Book for guidelines to follow in determining whether a race should be rerun. See corresponding Case Rule for Situation 3.4.3
When a competitor is disqualified, the referee shall notify or cause to be notified, the competitor or the competitor’s coach, of the disqualification.
The referee has the sole authority for ruling on infractions or irregularities not covered within the rules. The referee may seek the advice of the head umpire or field referee/head field judge before making a ruling. The referee is also authorized to disqualify a competitor who commits an infraction personally observed by the referee.
A coach first appeals to the referee. If the coach still feels that the terms and conditions of competition or the application of the rules have been misapplied or misinterpreted, a written appeal shall be made to the jury.
Situations which are subject to appeal include, but are not limited to

Misapplication of the rules which must be filed within 30 minutes after the announcement of event results.

Correction of clerical or team scoring errors which may be corrected up to 48 hours after the end of the meet, unless another time period is specified in advance by the games committee or meet director.

Correction of meet results involving an ineligible participant which may be made at any time when discovered.

Failure to follow a procedure contained in the terms and conditions of competition announced in advance by the games committee or meet director. This would include such items as the time schedule, the number of qualifiers to advance, number of trials, etc.
Non-appealable situations:

Any judgment decision pertaining to violations or alleged violations of the rules.

A decision made by the finish judges or timers that does not involve misapplication of a rule, or the terms and conditions of competition.

Whether a start is fair and legal.

The implement inspector(s) shall inspect all starting blocks used in the running events.

All implements passing inspection shall be marked in such a manner that the event judges can easily distinguish between a legal and illegal implement or apparatus.

Friday field events are set so that races and field events that conflict at state will also conflict at the district meet.
The Saturday schedule for district could not really be built to conflict because of the difference in the state schedules. The field events that conflict with each other at state still somewhat conflict at district.
